Bidder chosen for residual waste incinerator project

Glos CC have agreed to go with Urbaser Balfour Beatty's bid to provide a solution for dealing with Gloucestershire's residual waste.
The company iNtends to build an energy from waste facility on Javelin Park (near Junct 11 of the M5) to deal with the county's household rubbish - the stuff that's left over after recycling and composting all we can.
If all goes to plan, planning permission will be submitted in the New Year and if successful construction will start in 2013.
In response, Liberal Democrat Leader Councillor Jeremy Hilton said: "The Tories have ploughed on 
regardless with their plan to build a massive waste incinerator at Javelin Park. They have chosen the preferred bidder despite many unanswered questions. Full cost implications of the project are being kept secret. For example Liberal Democrat councillors have asked about the gate fees on the delivery of waste to the incinerator and so far we haven't had an answer. Similarly there is no guarantee that the toxic fly ash won't be dumped at a landfill site in Gloucestershire. The incinerator will be bigger than needed to deal with the county's household waste and as we suspected other waste streams, possibly from out of county, will be required to feed the beast."
Alistair Cameron, Lib Dem Parliamentary spokesman for Tewkesbury points out: 
- Incineration releases harmful substances such as dioxins and heavy metals.
- There are alternatives such as Mechanical Biological Treatment (MBTs) Plants (eg at Avonmouth)
- Incineration produces C02 as well as harmful fly ash which may be stored at Wingmoor Farm.
Too many questions are unanswered and other more environmentally friendly alternatives such as MBT ought to be considered.
